I'm looking for an experienced Moodle designer to create a modern, minimalistic custom theme. The design must be mobile-friendly.

Key requirements:
- Custom Theme Design: Create a modern and minimalistic theme.
- Course Structure Setup: Organize and set up course structures.
- User Management: Assist in managing user accounts and roles.
- Need to add turntin plugin as well

Ideal Skills and Experience:
- Expertise in Moodle customization.
- Strong design skills with a portfolio of modern, minimalistic designs.
- Experience in mobile-responsive design.
- Familiarity with user management in Moodle.
