Important:

This is not a WordPress template installation project. I am looking for a developer capable of building a custom community platform with user accounts, moderation tools, story submissions, profiles, and content management functionality.

This is the third time I have uploaded this, as I have made edits to the whole website. I have uploaded a PDF with essentially, what I want the site to look like and how I want it to operate.

I want realistic prices from the beginning - not the cheapest only for you to add on another 2k or 3k.
